Chapter One: Introduction
1.1 Background of the Study
Community Development Associations (CDAs) are pivotal in fostering grassroots development and ensuring community cohesion through participatory efforts. In many Nigerian communities, these associations have emerged as key players in organizing and managing events that celebrate cultural heritage, foster unity, and promote socio-economic development. Argungu Local Government Area in Kebbi State is renowned for its cultural festivals, most notably the Argungu Fishing Festival, which has gained international recognition. The successful planning and execution of such events often depend on the active involvement of CDAs, which mobilize resources, coordinate logistics, and ensure that the community's interests are represented. Scholars like Bello and Yusuf (2023) emphasize the importance of CDAs in bridging the gap between traditional practices and modern event management strategies. Despite their critical role, there is limited scholarly attention on how these associations contribute to event planning, particularly in rural and semi-urban areas like Argungu. This study explores the dynamics of CDAs’ involvement in event planning, examining their contributions, challenges, and the broader implications for community development and cultural preservation.
1.2 Statement of the Problem
Despite the prominence of events like the Argungu Fishing Festival, there are persistent challenges in event planning, such as inadequate funding, poor infrastructure, and limited stakeholder collaboration. These issues often hinder the successful execution of cultural events, diminishing their potential to foster community development and attract tourism. While CDAs are uniquely positioned to address these challenges through grassroots mobilization and resource pooling, their contributions are often underappreciated or underutilized. Previous studies have largely focused on the economic and cultural impact of events without delving into the organizational frameworks that underpin their success (Ibrahim & Usman, 2024). Consequently, there is a lack of empirical evidence on the specific roles that CDAs play in event planning and the factors that influence their effectiveness. This gap in knowledge not only undermines the recognition of CDAs' efforts but also limits the development of strategies to enhance their contributions. This study seeks to address this problem by providing a comprehensive evaluation of the role of CDAs in event planning within Argungu Local Government Area.

1.6 Significance of the Study
This study is significant for several reasons. It highlights the critical role of Community Development Associations in the planning and execution of cultural events, offering insights into their contributions to community cohesion and cultural preservation. By focusing on Argungu Local Government Area, the research provides a localized understanding of the interplay between grassroots organizations and cultural event management. The findings will benefit policymakers, event organizers, and CDAs by identifying best practices and strategies for overcoming challenges in event planning. Additionally, the study contributes to academic literature on community-based event planning, filling a gap in knowledge about the role of CDAs in rural and semi-urban settings. 1.7 Scope and Limitations of the Study
The study is confined to the role of Community Development Associations in planning cultural events within Argungu Local Government Area, Kebbi State. It focuses on events that have significant cultural and community relevance, such as the Argungu Fishing Festival. Limitations may include the availability of detailed records on CDAs’ activities and potential biases in respondents' perspectives.

1. Community Development Associations (CDAs): Grassroots organizations formed to promote socio-economic development and address community needs.
